Duties
As a ENVIRONMENTAL PROTECTION SPECIALIST at the NH-0028-4 some of your typical work assignments may include:
This position serves as Environmental Protection Specialist for the Environmental Management Division and is responsible for performing work that involves knowledge and application of the principles of natural resource programs as they apply to the National Environmental Policy Act (NEPA).This position will primarily focus on NEPA laws, policies, procedures, and processes on all levels.
Responsible for element/technology acquisition environmental compliance support, identifying program requirements to support decision points that require environmental analysis, review of contract actions to support the programs, managing of the applicable environmental compliance support, identifying program requirements to support decision points that require environmental analysis, review of contract actions to support the programs, managing of the applicable environmental documentation/coordination, and monitoring at specific mitigations actions identified. Assist, plans, and coordinates efforts required to interface environmental requirements within the acquisition life-cycle (production, facility, testing, deployment) and associated contract actions with system integration and/or missions with contractors, other services and other government agencies, Reviews and provides comments on environmental aspects of Programmatic Environmental Safety and Health Evaluations upon submission. Assist programs in the identification of Hazardous Material Management concern/issues.
Manages and leads formulation of briefings and development of technical program office staff correspondence; provides advice on policy formulation/revision; manages conflicts and achieves stated goals and desired technical results. Represents Environmental Management Division at briefings and meetings.
Interprets National Environmental Policy Act (NEPA) and other environmental laws, regulations, policies, and provides training and guidance for MDA programs relative to protests and appeals, administrative remedies and litigation.
Researches and develops Environmental Management policies as they relate to MDA Programmatic Environmental Management requirements, and environmental management as it relates to weapon system deployment world-wide.
Provides interpretation of laws, regulations, policies, and provides guidance, program leadership, and training for the development of resource management planning efforts (revision, amendments and maintenance) and their associated NEPA documents.

Qualifications
You may qualify at the NH-04, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below:
Experience applying advanced environmental concepts, principles, and methods in order to resolve environmental problems, in which accepted methods are not directly applicable.
Experience implementing ISO 14000 and Environmental Management System standards to an organizational or project.
Experience with weapon system acquisition/deployment and military services within fields of facilities/system acquisition.
Experience supporting the Missile Defense System mission, objectives, acquisition strategy, and technical baseline experience with a broad spectrum of the DoD acquisition process as well as test/range environmental issues.
Sill in oral and written communications to efficiently respond to technical question as well as advanced interpersonal skills in order to articulate environmental requirements necessary to manage and support assigned programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
