About the Position: Environmental Protection Specialist with program responsibility for the environmental programs.
Duties
Plan, develop, organizes, administer, perform, evaluate, and coordinate one or more environmental protection programs for all areas of an installation engaged in diverse high-risk operations and functions.
Serve as Environmental Protection Specialist/Project Scientist, responsible for the management of assigned hazardous/toxic/radiological waste (HTRW) removal/remediation projects.
Perform technical reviews of all assigned RCRA and IRP project contractor documentation to ensure that they are technically sound and defensible.
Maintain the Redstone Installation Restoration analytical database utilizing ACCESS database and/or HQAES or WEBCASS.
Queries the ACESS or other databases for specific data needs and puts into a useful format for Geographic Information System and other required applications.
Maintain the most recent Proposed Remedial Goals information for use in a Redstone-specific automated comparison to site data application.
Perform programmatic functions for the Redstone Installation Restoration program, primarily in regard to installation-wide protocols, schedules, and budgets.
Develop standard protocols for technical and programmatic tasks that apply to all Redstone RCRA and IRP sites.
Review contractor submissions to ensure adherence to regulatory requirements for data quality, use and suitable format.
Evaluate changes necessitated by site conditions, or design errors and omissions. Analyze the intent of plans and specifications to determine whether such features were in fact, excluded from the contract requirements.
Requirements

- Obtain and maintain a Secret security clearance.

In order to qualify, you must meet the specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience:
One year of specialized experience which includes assisting in the design, review and approval of environmental remediation systems using established criteria or specifications; or, monitoring testing of environmental remediation systems to ensure proper functionality; or, identifying environmental problems and recommending corrective action.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
