The primary purpose of this position is to manage Space Base Delta 1 (SBD 1) mission support requirements for all current and future space programs and corresponding ground support requirements utilized by its space systems. Duties

Analyzes, develops, and evaluates detailed plans, goals, and objectives for space operation programs and their mission support requirements. It also involves their current and future space system integration requirements. Manages delta requirements for all current and future space systems operators and their mission support requirements. Serves as Space Base Delt 1 (SBD 1) Foreign Disclosure Officer. Develops, initiates, and disseminates foreign disclosure policy guidance to SBD 1 encompassing Peterson Space Force Base (SFB), Schriever SFB, Cheyenne Mountain Space Force Station (SFS), Pituffik Air Force Station (AFS), and five hosted geographically separated units (GSU)s, and manages the review and evaluation of all requests. Actively participates in short-term and long-range planning to improve organizational direction and focus using effective planning tools and techniques. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in program requirements, implementation activities, schedules, and status of personnel training and other critical items which must be satisfied prior to turnover and/or continued operations. Coordinates with Systems Program Officers, Headquarters United States Air Force (HQ USAF) / United States Space Force (USSF), Major Command (MAJCOM)/ Field Command (FIELDCOM), other military services, base officials and working groups, manufacturers, vendors, customers, engineering, and installation personnel.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Overtime and/or emergency overtime may be required. May occasionally be required to work other than normal duty hours.
  • Must be able to obtain and maintain a Top-Secret/Sensitive Compartmented Information (SCI) clearance.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short (Cont'd)

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Management and Program Analyst Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support organizations. Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the area studied. Knowledge of the major issues, program goals and objectives, work processes and administrative operations of the organization. Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Knowledge and skill in developing new or modified work methods, organizational structures, management processes, and/or program administration procedures. Knowledge of roles and responsibilities associated with Foreign Disclosure Officer duties and associated processes within Space Base Delta 1 (SBD 1) in support of Higher Headquarters foreign visit tasking process to ensure tasking authority requirements are met in accordance with Department of the Air Force Manual (DAFMAN) 16-201, Department of the Air Force Foreign Disclosure and Technology Transfer Program. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of SBD 1 and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events. 2. Knowledge, skill, and ability to plan, organize, and participate with others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require changes in established concepts and procedures. 3. Knowledge of new mission support programs and methods and analytical techniques involving ground and satellite command and control systems (e.g., systems distribution and networking compatibility). 4. Skill and ability to originate new ideas, projects, studies, and methodologies, analyze and stratify, plan and present satellite operations impacts, and participate in the forecast long-term program requirements. 5. Knowledge of Department of Defense (DoD) acquisition and life cycle management, policies, procedures, principles, concepts, methodologies, practices, system architecture, integration techniques, financial management directives, concepts, procedures, guidance, and policy. 6. Skill and ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information. Knowledge of the performance of Foreign Disclosure Officer (FDO) duties, National Foreign Disclosure policies and processes, and knowledge of the missions, roles, functions, and organizational structures of the DoD and United States Air Force (USAF)/ United States Space Force (USSF) Foreign Disclosure enterprise. Knowledge of Foreign Visit Requests (FVRs) within the Foreign Visit System (FVS), Military Personnel Exchange Program (MPEP), Foreign Liaison Officer (FLO) programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
