This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021

Duties

The position(s) covered by this vacancy announcement is in the Department of Defense (DoD) Acquisition Workforce Personnel Demonstration Project (AcqDemo). For more information please see: AcqDemo As a PROGRAM ANALYST at the NH-0343-4, some of your typical work assignments may include: Serves as a Senior Leader, responsible for ensuring the Missile Defense Integration and Operations Center (MDIOC) infrastructure can support missions performed within the facility. Performs mission assurance life cycle activities. Establishes, documents, administers, and enforces repeatable processes and procedures. Coordinates resource deconfliction and identify/communicate courses of action to avoid mission impacts. Coordinates with stakeholders and makes recommendations to leadership which influences decisions on mission readiness, organizational improvement, and program effectiveness. Leads a diverse, technical team, and applies innovative strategies for unusual problems, issues and conditions. Organizes, plans, schedules, coordinates, executes, monitors, and communicates status for projects from start to finish. Develops, presents, and defends briefings on complex technical, mission, policy, and process topics to leadership for decision making. Enforces MDIOC Mission Assurance policies, standards, and processes. Coordinates with all MDIOC stakeholders to identify what infrastructure systems are supporting operational and test assets. Delivers a Mission Assurance program that ensures protection of mission operational, test and shared infrastructure resources.

  • This is an acquisition position coded Practitioner in Engineering and Technical Management. Incumbent must obtain mandatory Back to Basics (B2B) certification within 60 months of entry into position.
  • Must accumulate 80 continuous learning points (CLPs) in a 2 year period.
  • Must be able to obtain/maintain a Non-Critical Sensitive/Secret clearance.

Qualifications

You may qualify at the NH-04 if you fulfill the following qualifications: One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below: Experience applying methods and techniques of quality assurance and mission assurance disciplines. Experience using verbal and written communication skills in researching, planning, coordinating, and developing briefings and reports. Experience understanding policies, regulations, and procedures in order to analyze and resolve programmatic issues, involving risk, cost, schedule and performance with a proactive and creative approach in problem solving and solutions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Please limit your resume to five pages.
