This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
Duties
This position is part of the Department of Defense (DoD), Missile Defense Agency (MDA). The incumbent will be responsible for serving as Future Operations Division Chief. Responsible for providing Request for Information/Request for Analysis and associated Missile Defense System (MDS) Warfighter Involvement Process (WIP) database activities in support of MDS community of interest. Serving as Combatant Command (CCMD) advocate for MDA Operational Capacity Baseline corporate boards process. Coordinates with Elements, System Assessment, Operational Test Agency, and Cyber Engineering to provide tailored, relevant briefings to impacted CCMDs for new capabilities.

As a Program Analyst at the NH-0343-4 broadband level some of your typical work assignments may include:
Manages Request for Information (RFI)/Request for Analysis (RFA) program supporting US Combatant Commands, The Joint Staff, Services, and other major commands.
Manages Missile Defense System (MDS) Warfighter Involvement Process (WIP) database activities in support of US Combatant Commands.
Coordinates with Elements, System Assessment, Operational Test Agency, and Cyber Engineering to provide tailored, relevant briefings to impacted CCMDs for new capabilities.
Coordinates configuration management with elements, system assessment, cybersecurity, and Joint Forces Component Command Integrated Missile Defense (JFCC-IMD) on changes to the Operational Capacity Baseline (OCB) and represents the Warfighter position to the OCB Working Group (OWG), System Engineering Integration Council (SEIC), and Program Change Board (PCB).
Leads coordination for combatant command customers to resolve problems and provide technical expertise.
Coordinates MDA and Warfighter integration for allied systems nominated for the External Asset List (EAL) and ensures MDA's recommendations for each system are fully understood by the warfighter.
Manages MDA compliance with US Navy No-View Requirements.
Maintains the BMDS Handbook and associated annexes and ensures updates are completed as new capabilities are fielded.

Qualifications
You may qualify at the NH-04 broadband level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below:
Lead and direct complex analysis of advanced command and control joint programs to include program management, policies, procedures and practices and apply Warfighter tactics, techniques, and procedures in a joint and combined environment.
Provide oral and written communications and briefing Combatant Command representatives, senior leaders and decision makers.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
