Duties

The position(s) covered by this vacancy announcement is in the Department of Defense (DoD) Acquisition Workforce Personnel Demonstration Project (AcqDemo). For more information please see: AcqDemo This position is part of the Department of Defense (DoD), Missile Defense Agency (MDA). The incumbent will be responsible for providing oversight and technical expertise for Operations and Sustainment of the GM Weapon System. Tasks include planning, programming and budget related actions for the System Readiness PM. As an Program Analyst at the NH-0343-4 broadband level some of your typical work assignments may include: Manages the day-to-day operations supporting a fielded weapon system and overseeing the 24/7/365 operations reporting and conduct of the training, exercises and wargames supporting the Warfighter. Manages and oversees the operations support efforts at the facilities. Coordinates actions, resolves problems, and responds to the needs of the Missile Defense Agency (MDA) and the Warfighter Community to optimize the effectiveness and availability of MDA assets. Conducts or directs comprehensive studies and analyses. Makes necessary adjustments, modifications, and revisions in project plans and personnel assignments to meet objectives. Recommends and executes organizational restructuring to adapt to changes in missions or funding. Manages programmatic actions and budget integration efforts for the System Readiness organization. Collects and analyzes data to define funding requirements, contractor limitations, taskings and prepares design and construction cost estimates. Ensures that products meet program goals/objectives, and oversees the quality assessment process. Advises senior managers in the Program Element Office of activities, results and recommendations related to project management. Directs discussions and meetings and actively participates with various steering groups/communities associated with deployment, military headquarters staffs, unified and specified commands and their component commands, and defense development and testing agencies. Coordinates programmatic, budgetary and oversight actions of Prime and support contractor performance. Coordinates, identifies, defines, recommends and resolves a broad and complex range of problems, (e.g., regulatory, funding, scheduling, etc.) requiring extensive interaction with senior level personnel within DoD, the military departments, other federal agencies, and the industrial community.

  • Must acquire 80 Continuous Learning Points every 24 months

Qualifications

You may qualify at the NH-04 broadband level, if you fulfill the following qualifications: One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below: Apply knowledge of operational support and logistics; DoD Planning, Programming, and Budgeting Systems (PPBS), its process, products, terminology, and guidance documents; and policies, processes, procedures, and regulations governing budgetary, contracting and funds execution processes; for a complex weapon system to include the training required to sustain the system. Lead teams, provide program support, and collaborate across program and functional Integrated Product Teams (IPTs). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Please limit your resume to five pages.
