Duties

The position(s) covered by this vacancy announcement is in the Department of Defense (DoD) Acquisition Workforce Personnel Demonstration Project (AcqDemo). For more information please see: ACQDEMO As a PROGRAM ANALYST at the NH-0343-4 broadband level some of your typical work assignments may include: Serve as site lead for all Mission Support Facilities (MSF) actions, and manage the MDA facility life cycle: Planning/programming, Design, Construction, Operation, Sustainment and Disposal of MDA facilities. Serve as the senior consultant for development, integration, and synchronization. Ensure the strategic plan for the organization's mission, vision, and values are communicated into strategies, goals, objectives, work plans, work products, and services. Formulate new or improved business practices and guidelines and ensure customer needs are identified and clearly understood in order to assist with requirements definition and acquisition strategies. Lead monthly status review with the designated supported activity representatives and Contractor PM. Ensure recommendations for improved application of program resources for the integration of facilities operations, design, construction, and site planning, are made expeditiously and in a timely manner. Lead the preparation of analyses and identification of MILCON, RDT&E, and O&M facility requirements. Ensure that facility products meet program goals/objectives, and oversees the quality assessment process. Manage and supervise the daily operations of all MDA facilities as assigned. Manage the Mission Support Facilities (MSF) function in the Colorado Springs area. This includes facility standards and space control (including space allocation), move logistics execution, facility modification, real property management, parking management, real estate permits and leases, small purchase procurement, mail services, warehousing, administrative supplies, utilities, vehicle control and emergency response plans. Serve as Contracting Officer's Technical Representative (COTR) for Facility related contracting actions at the site. Execute evaluations and analyses of the MSF Prime Contractor activities, from a technical perspective, to ensure that risk areas involving integration of Agency facilities operations and maintenance support are identified and resolved. Evaluate SRM projects and contracting efforts for validity in terms of their necessity, consistency with agency plans/budget priorities.

Qualifications

You may qualify at the NH-04 broadband level if you fulfill the following qualifications: One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service: Developing strategies and recommending courses of action to maintain cost and schedule requirements. Conducting and developing management reviews, decision, and information briefings related to policy, planning and assessments. Researching, analyzing, and participating in drafting and reviewing comprehensive reports and preparing, reviewing, and documenting draft responses to external inquiries. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Please limit your resume to five pages.
