About the Position: The position of the Budget Analysis at the Center of Army Analysis in Fort Belvoir, VA, involves managing various aspects of the organization's budget. This role requires a thorough understanding of budget processes to effectively allocate resources and support the financial needs of the organization.
Duties
Manage and track budget information including commitments, obligations, and disbursements.
Establish work methods and procedures ensuring audit readiness in the preparation of all budget execution actions.
Perform budget execution and accounting transactions utilizing the General Fund Enterprise Business System (GFEBS).
Perform actions for the Dormant Account Report Quarterly (DARQ) in the review and validation of assigned financial transactions and key supporting documents as required.
Perform a wide variety of administrative, technical, and analytical duties pertaining to program and function related activities.
Performs funds availability and distribution functions for assigned accounts.
Provide briefings and financial reports for assigned accounts.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This is a Financial Management Level 2 Certified position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes advising senior-level management on the direction and allocation of resources; analyzing financial/budgetary problems affecting programs to develop alternative resource decisions or reprogramming of funds; and utilizing web-based financial/accounting management systems to prepare detailed budget reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-12. All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcements. Current employees applying under VEOA are subject to time-in-grade restrictions likeany other GS employee.
