Duties
PRIMARY PURPOSE: To serve as the National Guard Bureau's focal point on all Air National Guard Military Use Airspace Management to include existing Military Use Airspace, modifications, and creation of new airspace. Provides standardized programmatic guidance and policy on Air National Guard Airspace activities and acts as a technical advisor to ANG staff on future airspace requirements associated with air combat crew training and procedures.
DUTIES:
Program manager and primary action officer for ANG Wings on airspace requirements.
Acts as focal point for all Air National Guard Test and Training Space Needs Statements (T/TSNS) to create or modify existing Special Use Airspace.
Manages/participates in NGB/A3 and ANG sponsored Airspace, Range Regional Councils, National Airspace Executive Council and working groups.
Actively participates in strategic planning to improve organization direction and focus using strategic planning tools and techniques.

Qualifications
In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Miscellaneous Administration and Program Series (0301)
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include knowledge of Air Force, NGB, and ANG program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the special use airspace programs and impact to combat and non-combat operations; and the relationship of the various command entities involved in overall program planning and execution of military training operations in the National Air; comprehensive knowledge of airspace requirements (Title 10 and Title 32 USC), policies, regulations, and precedents applicable to the National Air Space, Military Use Airspace and Special Use Airspace; and knowledge of applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of the existing airspace or airspace proposals.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert Knowledge of National Airspace Systems (NAS) sufficient to evaluate and document operational space to determine compliance with FAA record of decision. Ability to review/assess potential impact of environmental and requirement change and provide efficient airspace utilization recommendations.
Expert knowledge of FAA, DoD, Air Force, and NGB handbooks, instructions, and directives pertaining to airspace and encroachment matters and ability to apply technical procedures, requirements, regulations and policies related to airspace management, including the ability to maintain credibility with others on technical matters.
Knowledge and skill to provide advisory, planning and review services and make recommendations based on projects with potential to affect airspace utilization. Comprehensive knowledge of missions, roles, functions, organizational structure, and operations of FAA, DoD, DHS, and Air National Guard/Air Force organizations to provide installation/wing level staff guidance and/or conduct studies, plans and actions to sustain and enhance assigned missions and capabilities.
Knowledge and skill in designing and conducting comprehensive studies; and prepare solutions to ensure capabilities associated with military operational areas.
Ability to communicate effectively, both orally and in writing; negotiate complex issues effectively with other Directorates and senior management; and maintain good working relationships. Ability to negotiate complex issues; and maintain good working relationships both internally and external to the organization.
Ability to prepare briefings and correspondence suitable for general officer consumption. Ability to brief general officers up to the 4-star level, Congressional, or Adjutant General Delegations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
