You will serve as a Management Analyst in the Contracts Department of SUPSHIP. This position is part of the Acquisition Personnel Demonstration Project. NH-02 is equivalent to GS-05/11.

Duties

You will serve as a special assistant to the Chief of the Contracting Office (CCO) (GS-15 Senior Civilian) and Deputy Chief of the Contracting Office (DCCO) (GS-14 Civilian). You will provide high-level management and analytical assistance to the CCO and DCCO in the management of everyday operations of the Contracts Department. You will manage functions including database maintenance and the generation of reports for management briefings/presentations. You will maintain performance metrics with respect to management of contract product workload and make recommendations for changes and identifies areas that require additional attention to the CCO, DCCO, or division heads as necessary. You will conduct analytical studies of office management procedures, workflow, and distribution problems, staffing and organizational structures to maximize the productivity and utilization of personnel. You will conduct studies on a variety of subjects concerned with policy, processes, management actions, or confidential military/civilian problems. You will monitor department hiring actions and vacancies. You will review incoming department contractual correspondence and, based on content, distributes to the CCO, DCCO, or cognizant division head for disposition. You will perform administrative support duties such as making travel arrangements, processing travel claims, arranging large conferences, reviewing and revising correspondence, and assembling information for reports, briefings, and conferences. You will perform duties as required in the absence of the primary Agency Program Coordinator (APC) for Government Purchase Card (GPC) oversight and coordination for SSNN personnel. You will perform duties as the Primary Security Coordinator, Primary Classified Material Custodian, Contracts Department Records Liaison Coordinator, Contracts Department Primary Fire Marshall, and Contracts Department TRIM/TSM Lead.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-04, that demonstrates the ability to: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing. Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a four-year course of study leading to a bachelor's degree.

A combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.
