You will serve as a Management and Program Analyst in the Resources Management Division of NAVSUP FLEET LOGISTICS CENTER NORFOLK.
Duties
You will determine annual funding requirements for assigned aspects of labor and non-labor for a complex organizational structure.
You will formulate and submit assigned portions of annual budgets for funding purposes.
You will serve as a command subject matter expert for travel and the Defense Travel System (DTS) ensuring execution of command travel authorizations and vouchers for reimbursement are processed in accordance with all travel references.
You will maintain allocation of civilian end strength resources within assigned Products and Services.
You will serve, at times, as Certified Contracting Officer's Representative (COR) or Program Manager for a contract.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must have one year of Management and Program Analyst specialized experience equivalent to the next lower grade level GS-11 or pay band in the federal service or equivalent experience in the private or public sector applying analytical and evaluative methods and techniques by gaining information/facts, organizing, and writing reports that set forth an unbiased position of the subject for decision making. Specialized experience must demonstrate applying a thorough knowledge of the Defense Travel System (DTS) and current travel regulations in order to review, interpret, and apply changing policies. Additionally, must have a basic knowledge of structure and work processes involved in other subsystems (e.g. supply, financial, contracting) so as to recognize possible conflicts. Examples of specialized experience include: 1) Planning, scheduling and conducting projects and studies to evaluate and recommend ways to improve work operations and program goals; 2) Developing plans, goals, and objectives for short-and long-range implementation and administration of programs and/or developing criteria for evaluating the effectiveness of the program; 3) Providing change management expertise to plan and implement Strategic Sourcing initiatives; 4) Analyzing statistical reports to improve program effectiveness and/or organizational productivity; 5) Evaluates, analyzes, and trains others on the DTS; Ensures vouchers are processed accurately and in a timely manner.
