This position is located within the Department of Veterans Affairs (DVA), Veterans Health Administration (VHA), Mid Atlantic Health Care Network (VISN 6), Fayetteville NC Coastal Healthcare System (FVACHCS). The incumbent serves as the Administrative Support Assistant to the Director's Office with primary responsibility for coordinating all controlled correspondence.

Duties

Responsible for management and administration of the correspondence program for the Fayetteville VA Medical Center. Screens all incoming suspense items and is responsible for assigning them to subject matter experts or facility services, as appropriate. Develops executive-level correspondence and professional reports, ensuring correct spelling, grammar and syntax, material content, and viewpoint of the medical center are considered and consistent. Coordinates with program offices in researching factual information, verifying through discussion with subject matter experts, writing materials in approved formats and in language suitable for the intended audience. Consolidates and assembles correspondence packages for final review and approval. Clarifies requested information or data, ensures completeness and timeliness of responses, and tracks and reports on associated correspondence program metrics. Evaluates the suspense and congressional inquiry process and program outcomes and implements changes, as appropriate. Provides program and administrative support in planning, assessments, inspections, budgeting, training, data processing, personnel, equipment, property and logistics management, reporting, and general office management for the office of the Director. Utilizes advanced functions of numerous software products to input, process, and sort data and produce a wide variety of documents, spreadsheets, and reports. Collaborates closely with Patient Advocates, ensuring knowledge related to specific Veterans is shared and coordinated to be consistent with previous responses or requirements. Establishes, maintains, and disposes of official files and records in accordance with federal records requirements and policies concerning records maintenance and disposition. Furnishes guidance and advice to medical center leaders. Maintains the highest standard of customer service, serving as an example to others. Collects and analyzes data for numerous reports related to Public Affairs, customer service, patient experience, and labor mapping programs. Assists with development and implementation of new or reviewed policies or program changes. Assists with personnel management functions in recruitment/staffing, incentive awards, employee relations, and training. Coordinates and schedules designated committee meetings and conferences. Manages purchases and funds for supplies, services, equipment, and other administrative support functions. Other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday through Friday, 8:00am to 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served at least 52 weeks at the GS-5. For a GS-7 position you must have served at least 52 weeks at the GS-6.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: To qualify for this position at the GS-6 level, applicants must have a minimum one year of specialized experience equivalent to at least the next lower grade (GS-5) in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to: work in hospital operations and customer service; supporting senior leaders; coordinating responses to correspondence; report writing; quantitative analyses; and/or the presentation of data. To qualify for this position at the GS-7 level, applicants must have a minimum one year of specialized experience equivalent to at least the next lower grade (GS-6) in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to: planning, coordinating, and executing business functions of a hospital operation with regard to the organizations mission and systems under minimal supervision; applying evaluative methods, identifying issues, and developing action plans, and implementing changes; and/or managing a correspondence program. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is generally sedentary. Most of the work can be performed while seated, however there is some walking, standing, bending, and lifting items such as paper, books, and small equipment (10 pounds or less). Work requires the use of a keyboard and computer to perform duties. Flexibility is required to accommodate events and activities occurring in other than normal duty hours.
