This position is located in the Department of Veterans Affairs, Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Fayetteville VA Medical Center, Fayetteville HCC, Disability Evaluation Service Line (DESL). The primary purpose of this position is to manage the VA's Environmental Health Programs under the direction of the Post-Deployment Health Service (PDHS).

Duties

Ensures that Veterans receive qualify care for those conditions most attributed to military related illness and injury, optimizing their health, well-being, and quality of live. Provides administrative management and direction, and performs a variety of analytical and technical tasks, for VHA Environmental Health Registry Programs such as the Airborne Hazards and Open Burn Pit Registry (AHOBPR), Gulf War Registry, Ionizing Radiation Registry, Toxic Embedded Fragment Surveillance, Depleted Uranium Follow-up Program, and Agent Orange Registry. Serves as a subject matter expert on environmental exposures. Attends Post Deployment Health Services (PDHS), War Related Illness and Injury Study Center (WRIISC) Environmental Health Clinicians and Coordinators Education conferences, webinars, and other trainings to increase knowledge of exposures to environmental hazards. Develops, displays, and communicates detailed educational information on various environmental hazards and health outcomes related to exposure. Attends local and community outreach events and participates in community development. Provides orientation, training, and guidance to VA facility staff about Environmental Health Registry Programs and Evaluations for Veterans. Identifies, gathers, and presents the specific requested information or data for unique target inquiries related to available resources and Health Registry Programs. Coordinates activities with internal and external stakeholders. Utilizes Veterans Health Information Systems and Technology Architecture (VistA) Graphical User Interface (GUI) to schedule voluntary medical assessments for Veterans who may have been exposed to certain environmental hazards during military service and have been referred for Environmental Health Registry Evaluations. Collects patient information to establish Veteran's health records for Environmental Health Registry Evaluations and to enters into the Environmental Agents Service (EAS) Registries database. Ensures results of Environmental Health Registries Evaluation have been communicated to the Veteran patient, in addition to any recommended follow-up. Utilizes registry data in conjunction with various software programs to analyze and evaluate program data, offer recommendations, identify discrepancies, and provide quality assurance. Develops facility policies and standard operating procedures related to Environmental Health Registry Programs, keeping staff informed of policy or procedural changes and ensuring compliance with federal regulations and directives. Reviews procedures and processes to improve the efficiency and productivity of Environmental Health Registry Program operations. Keeps Environmental Health clinician and other administrative staff informed on all significant matters pertaining to daily operations and alerts on concerns related to office management. Monitors staff education and training. Prepares reports and memorandums on behalf of the Environmental Health clinician, or designee. Collects data, submits reports, and completes surveys as required by the Post Deployment Health Services (PDHS). Work Schedule: Monday through Friday, 8:00am to 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/26/2024. You may qualify as described below: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. NOTE: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement and current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience Requirement: Applicants must possess a minimum of one year of specialized experience equivalent to at least the next lower grade (GS-6) in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to: Experience with clerical procedures, various office skills, establishing priorities, and carrying out day-today administrative support activities. Working in an administrative position which required preparing correspondence, reports, and/or graphs utilizing a variety of computer software programs such as Microsoft Word, Excel, and PowerPoint. Interacting with executive leadership, contractors, colleagues, patients, and/or patient representatives. Providing requested information and ensuring all applicable due dates are met in a timely and satisfactory manner. Collecting and maintaining data. Serving as an educator, communicator, and coach. Reviewing procedures and processes to improve the efficiency and productivity of organizational and/or program operations. Developing and implementing guidelines and procedures to supplement administrative regulations or program guidance. Scheduling medical appointments utilizing an electronic application system. Using own initiative to follow-up on action items and time-sensitive issues with appropriate staff members. Physical Requirements: The work requires some physical exertion such as period of walking, stand, or sitting, within assigned clinic areas. Some bending, climbing stairs, some bending, lifting of paper supplies/forms, etc. will be required. The quantity and variety of clinical staff require that the position can respond to multiple complex issues and establish priorities as the given situation at hand demands. Work is typically performed in an adequately lighted, climate-controlled, outpatient area, responsible for interviewing, scheduling examinations, consultations, and treatment regimen for Veteran patients with a wide variety of conditions. Numerous activities and distractions characterize the work. There may be occasional circumstances where the position would require time spent outdoors during an outreach event.
