This position is located in the Department of Veterans Affairs, Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Fayetteville NC VA Coastal Health Care System, Cumberland County VA Clinic (HCC), Surgical Service. The primary purpose of this position is to provide administrative and office automation support for the Chief of Surgery, Deputy Chief of Surgery, Administrative Officer (AO), and all surgery subspecialties/departments.
Duties
Plans, organizes, gathers data, and facilitates compliance and function throughout the Surgery Service.
Provides technical leadership and support to administrative, medical, and ancillary professional staff as it relates to the integration and implementation of Surgical Service policy and procedures.
Utilizes the Veterans Health Information Systems and Technology Architecture (VISTA) Surgery Software Package and other sources to integrate booking, clinical, and patient data and provide a variety of complex administrative and clinical reports (i.e., Annual Report of Surgical Procedures, Attending Surgeons Report, Nurse Staffing Report, Laboratory Interim Report).
Organizes and maintains data and reports which conform to established standards and meet the needs of the Surgery Service as well as ancillary professional staff.
Utilizes information to enhance and improve individual and organizational performance, patient care, and patient tracking.
Serves as the VISTA Surgery Software Package coordinator/manager, configuring fields to conform to site needs.
Serves as the point of contact for implementation of new software or devices within the Surgical Service.
Troubleshoots error messages and malfunctions of software and other technology utilized by the Surgical Service.
Advises staff in all aspects of software utilized by the Surgical Service (i.e., Dragon Speak, VISTA, Microsoft Excel, Access, Word, and PowerPoint).
Prepares correspondence by collecting and releasing data following a standardized approach that meets established requirements.
Reviews patient information and clinic schedules, recognizing and bringing any issues regarding patient care, scheduling, access, or Operating Room (OR) functions to Service Leadership.
Provides oversight to increase and ensure maximum efficiency of time and documentation.
Manages the operating room and surgical service call schedules for all surgical specialties.
Receives and processes incoming correspondence and refers to appropriate personnel for action.
Evaluates, maintains, and assists with implementation of policies, operational procedures, and contingency plans.
Serves as the primary support within the Surgical Service in regard to the organization of information, scheduling, clinic profile management, and service level patient advocacy.
Serves as a primary alternate for service-level timekeeping functions.
Work Schedule: Monday through Friday, 8:00am to 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/26/2024.
You may qualify as described below:
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience Requirement: Applicants must possess a minimum of one year of specialized experience equivalent to at least the next lower grade (GS-6) in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to:
Experience with clerical and procedures, various office skills, establishing priorities and carrying out day-today administrative support activities.
Working in an administrative position which required preparing correspondence, reports, and/or graphs utilizing a variety of computer software programs such as Microsoft Word, Excel, and PowerPoint.
Managing software packages.
Interacting with executive leadership, contractors, colleagues, patients, and/or patient representatives.
Providing requested information and ensuring all applicable due dates are met in a timely and satisfactory manner.
Collecting and maintaining data.
Serving as an educator, communicator, and coach.
Reviewing procedures and processes to improve the efficiency and productivity of organizational and/or program operations.
Developing and implementing guidelines and procedures to supplement administrative regulations or program guidance.
Scheduling medical appointments utilizing an electronic application system.
Using own initiative to follow-up on action items and time-sensitive issues with appropriate staff members.
Proficiency Requirement (Office Automation/OA): In addition to meeting applicable Time-in-Grade and Specialized Experience requirements, applicants must show possession of 40 words per minute typing speed (minimum). Applicants may meet this requirement by presenting a certificate of proficiency and/or self-certifying proficiency within the application assessment questionnaire. Proficiency skills of self-certified applicants may be verified by performance tests.
Preferred Experience: Program Support Assistant (OA) within the Veterans Health Administration.
Physical Requirements: The work is mostly sedentary but requires standing during presentations or training; may require some walking, bending, stretching, and carrying objects such as files/binders. Work also requires spending time performing keyboarding duties. No special physical characteristics are needed to perform the work. The work environment involves everyday risks common to typical office and medical center settings. Selectees must undergo a pre-employment evaluation to ensure fitness to perform the essential duties of the position.
