You will serve as a Human Resources Specialist (Recruitment & Placement) in the U.S. Fleet Forces HR Services Branch, Executive Support Office, Portsmouth Naval Shipyard, Kittery, ME.

Duties

You will provide HR management advisory and technical services on complex and wide-impacting customer functions and work practices. You will provide advice and guidance to serviced organizations in developing short- and long-range staffing plans. You will advise management on recruitment strategies, sources, special programs, recruitment, relocation, and retention incentive programs. You will provide guidance on merit systems principles, prohibited personnel practices, the development and use of valid selection criteria, and other policies to assist in staffing the organization. You will assist with special initiatives, studies, and projects and provide written reports or briefings outlining findings and recommendations.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Selectee may be required to successfully complete a probationary period.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Occasional overtime may be required.

Qualifications

SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-05 grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position such as: Experience applying HR concepts, principles, laws, regulations, and practices. Experience assisting with providing advice to management on basic staffing requirements, resources and problems. Experience assisting with providing guidance on Merit staffing principles and special programs. Experience with current HR database systems to query, retrieve, and analyze information to complete assignments. SUBSTITUTION OF EDUCATION FOR EXPERIENCE:

Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: One full year of graduate-level education (18 semester hours) or superior academic achievement in undergraduate degree.

S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
  1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
  1. Grade-point average (G.P.A.)-- Applicants must have a grade-point average of:
      1. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
      2. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.

Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.
  1. Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed by the Association of College Honor Societies (http://www.achsnatl.org/). Agencies considering eligibility based on any society not included in the list must ensure that the honor society meets the minimum requirements of the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be used to meet the total qualification requirements.
