This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Legislation (OL), Innovation & Medicare Ambulatory Care Group (IMACG).
As a Health Insurance Specialist, GS-0107-14, you will be responsible for reviewing, analyzing, and evaluating proposed legislation, regulations, and other administrative actions for CMS' programs and provide comprehensive, balanced information and analysis of
complex policies.
Duties
Serves as a senior program and policy expert on legislative, regulatory, program initiatives and operations, and/or other special health care financing issues.
Develops, recommends, and prepares legislative policies and proposals for consideration by senior policy officials in the Agency and Department for inclusion in
the President's budget and legislative agenda.
Reviews and prepares responses to press articles, external reports and studies, congressional statements, and proposed legislation to identify potential
policy and technical issues and other concerns.
Provides (or coordinates) technical consultative services to congressional members, their staff on legislation and related CMS activities often in collaboration with the Office of the Assistant Secretary for Legislation.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Reviewing and analyzing proposed policies regarding the Medicare program. (2) Producing written documents for management, including briefing documents, reports, issue papers, or decision memoranda regarding the Medicare program; and (3) Working with Members of Congress or their staff on legislative interests or concerns regarding the Medicare program.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
