About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Strategic Systems Support Element, South in Alexandria, Virginia.

Duties

Provide expertise/advice/assessment at all levels to decision/policy makers in DoD on advanced technology, solutions, capabilities, concepts, tactics, techniques, and procedures in support of both HUMINT and SIGINT operations. Establish objectives for various operating elements of the Battalion and assigns responsibilities to subordinate elements. Coordinate plans for current and long-range intelligence operations based on mission requirements and product cost, development, and timeline delivery. Perform liaison with other agencies within the area to discuss problems, interagency support, future plans and needs, and exchange of information regarding intelligence operations. Develop ASD operational concepts and plans to expand or change future intelligence operations. Provide guidance regarding policy and procedures on RDT and E activities regarding HUMINT and SIGINT capability development and execution timelines.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Two year trial/probationary period may be required.
• In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
• Must be able to obtain and maintain a Top-Secret security clearance based on an SSBI with eligibility for sensitive compartmented information (SCI).
• Temporary Duty Travel (TDY) maybe required up to 25% of the time.
• Must pass Organization Personnel Reliability Program that includes a credit check, drug screening, polygraph, and psychological evaluation.
• Must be willing and able to participate in organization operations and training CONUS and OCONUS.
• May be required to work overtime or irregular hours.

This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
