About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Strategic Systems Support Element (SSSE) HQ's Element, Alexandria, Virginia.
Duties
Serve as the Supervisory Open-Source Intelligence (OSINT) Senior Analyst and OSINT Branch Chief within the Directorate for Intelligence (G2).
Responsible for supervising, managing, and leading a diverse staff of military, Department of the Army Civilian, and contractor personnel.
Apply expert-level knowledge of OSINT in order to inform and contribute to all-source analysis and targeting in support of current and future global operations.
Conduct, encourage, and facilitate outreach with counterparts within counterpart specialists and leaders within the Intelligence Community.
Conduct the full range of performance management for assigned personnel (evaluation, counseling, awards, promotion, training and professional development, etc.).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to obtain and maintain a TS/SCI security clearance based on a SSBI.
- Must pass the organization's Personnel Reliability Program which includes credit check, drug screening, polygraph, and psychological evaluation.
- Must sign a statement attesting to the understanding of DCIPS provisions.
- Travel may be required up to 35% of the time. May be required to travel on Temporary Duty (TDY) CONUS or OCONUS in support of command requirements or overseas contingency operations in order to perform official duties.
- Must be willing and able to participate in organization operations and training CONUS and OCONUS.
- Periodically, chiefly during periods of crisis, may be required to work overtime or irregular hours.
- Supports 24 hour/7-days-a-week crisis and contingency operations from garrison as required.

Experience applying the methodology, doctrine, procedures, tools and techniques of open-source intelligence collection and analysis, as well as multi-discipline all-source analysis. AND
Experience in planning, developing, and presenting formal and informal briefings to senior-level officials. AND
Experience supervising subordinates and/or leading teams of analysts to support organizational objectives.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13).
Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
