About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Strategic Systems Support Element HQ's Element, Alexandria, Virginia.

Duties

Serves as a Branch Chief for a thirteen (13) person all-source targeting officer (TO) detachment. As the Branch Chief, participates in coordinating and monitoring analytic and targeting efforts focused on threat determination and counterterrorism options development in support of counterterrorism operations. Coordinates and monitors the preparation and presentation of assessments, raw intelligence reports, targeting packages, briefings and other media - making the analysis available throughout the Intelligence Community. Recommends employees for promotion, awards, training, and other personnel actions. Develops and implements strategies to assure proper alignment of available targeting resources to effectively meet operational requirements. Attends meetings and conferences at the national level to plan intelligence support for operations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a TOP SECRET (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) based on a T5 (or equivalent) investigation.
  • Must pass the organization's Personnel Reliability Program which includes credit check, drug screening, polygraph and psychological evaluation.
  • Must sign a statement attesting to the understanding of DCIPS provisions as indicated in AR 690-13.
  • Travel may be required up to 50% of the time.
  • Must be willing and able to participate in organization operations and training within and outside of the continental United States.
  • May be required to work overtime or irregular hours.
  • Must be able to obtain and maintain Staff Like Access with Other Governmental Agencies.
  • Must successfully graduate the organizational Targeting Officer Training Course within one year of employment. This course includes both survivability and analytic training.

Planning, conducting and coordinating intelligence analysis and targeting support to operations. 2. Preparing and presenting intelligence assessments, raw intelligence reports, targeting packages and intelligence briefings. 3. Leading and participating in analytic liaison with counterpart specialists within the military and intelligence community. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13). Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
