About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Special Operations Command, Strategic Systems Support Element (SSSE), Alexandria, Virginia.

Duties

Serve as a senior liaison officer with the responsibility for coordinating with external agencies on intelligence requirements, requests for information/assistance, and operational/administrative support. Provide interface between relevant offices and the organization in order to gain support for requirements, de-conflict efforts, and provide information on resources, plans, and strategies. Develop and evaluate operational proposals, plans, studies and guidelines for adherence to current operational capabilities and conformity to public law, regulations, policy and directives. Coordinate and monitor the planning, research, review, evaluation, and organization of requirements. Plan, develop, prepare, and present formal and informal briefings and documents to senior level officials’ partner headquarters. Represents the organization and its higher headquarters in interagency forums, furnishing information, defending organizational positions, and coordinating studies and conclusions.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Individual must be able to obtain and maintain a TS/SCI security clearance based on a T5.
  • Must pass the organization's Personnel Reliability Program which includes credit check, drug screening, polygraph and psycho logical evaluation.
  • Individual must sign a statement attesting to the understanding of DCIPS provisions as indicated in AR 690- 13.
  • Travel may be required up to 15% of the time.
  • Must be willing and able to participate in organization operations and training within and outside of the continental United States.
  • May be required to work overtime or irregular hours.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. To qualify based on your experience, your resume must describe at least one (1) year of experience at the GG-13 grade level, or equivalent, which prepared you to do the work in this job. Specialized experience is defined as: 1) Performing intelligence operation/project management. 2) Experience analyzing and performing intelligence initiatives directly related to public law, regulations, and directives. 3) Experience performing intelligence research, analysis and training in accordance with regulations and policy. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS/GG-13). Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
