About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W4JLAA STRATEGIC SYSTEMS SUPPORT ELEMENT.

Duties

Serves as the Deputy Director of Counterintelligence and Security and is responsible for over 80 military, civil service and contractor personnel that make up three distinct Divisions. Supervises and coordinates the activities of subordinate offices and activities involved in the performance of multifunctional operations and plans activities. Formulates and presents the authoritative command's position on decisions made at the s conferences, related to Cl, security, and identity data management operations. Develops long range plans and oversees the preparation of inspection schedules to accomplish organizational goals. Develops and ensures implementation of security programs and procedures.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a TS/SCI clearance.
  • Must pass the organization's Personnel Reliability Program which includes credit check, drug screening, polygraph and psychological evaluation.
  • Incumbent must sign a statement attesting to the understanding of DCIPS provisions.
  • Travel may be required up to 25% of the time.
  • Must be willing and able to participate in the organization's operations and training both CONUS and OCONUS.
  • Must be willing to deploy to hazardous duty areas and/or combat zones in support of the organization's missions for periods of up to 120 days.

  • Must meet requirements specified on SF78, Certificate of Medical Examination, for position at overseas/deployed location and receive immunizations appropriate to the overseas location.
  • Emergency Essential employees must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action.
  • Emergency Essential Civilians are required to sign a DoD Form 2365. (See DoDD 1200.7, DoDD 1404.10, DoDD 1400.31, DoDD 1400.32; and AR 690-11.).

Working with security programs in three (3) or more of the following: Counterintelligence (CI), Operations Support, information security, industrial security, physical security, anti-terrorism/force protection, personnel security, sensitive compartmented information (SCI) security, special access program (SAP) security. 2. Experience planning, providing direction, guidance, oversight and support relating to all aspects of the Intelligence and Security Programs. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-13) Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementCommunicationsPlanning and EvaluatingProgram Management Note: This position is considered essential to support Army's mobilization and wartime mission during periods of increasing tension or mobilization. Position is considered emergency essential because (1) no qualified and immediate replacement exists and (2) having it vacant would (a) impair the effective operation of essential military support systems or (b) adversely impact the combat mission of deployed forces. Failure to remain in this position may result in separation for the efficiency of the Federal Service (5 USC, Ch.752). Incumbent may be required to take part in readiness exercises and training (Basic first aid; Basic soldier field survival skills; Laws of War/Geneva Conventions; Prisoner of War coping skills; Standards of Conduct; Proper wear, use and care of all issued clothing and equipment; Uniform Code of Military Justice; Customs and courtesies of host country; Sidearm training, when appropriate).
