Duties

As a Supervisory Financial Management Officer at the NH-0501-4 some of your typical work assignments may include: Manage and oversees FMS Case financial management and execution, studies and analyses of financial execution of programs. Manages the execution of 8242 appropriations within their characteristics, uses, applications, and structure. Supervise a team of business financial managers and budget analysts in financial management, developing and coordinating the activities of multiple stakeholders to produce integrated final products and execution of Foreign Military Sales (FMS) 8242 case funding. Provide authoritative decision-making and/or advice for all aspects of case financial management and execution and present courses of actions. Recommends, determines and implements remedial action to correct adverse trends and situations. Manage the development, input, and review of all financial aspects for Program Management Reviews, Financial Management Reviews, and/or other reviews/requirements. Briefs Senior Executive Service (SES), Case and Program Managers, external Agencies, and the Foreign Customer. Execute and enforce expert knowledge of budgetary policies, processes, practices regulations and laws, principles, and procedures in accordance with the Security Assistance Management Manual (SAMM) for disposition and control of funds through all phases of program/financial execution. Utilize expert skills in communicating orally and in writing to SES, External Components, Program Management, Foreign Partners, etc.; provides direction to team members and other MDA organization and employees. Review P&As, LORs, LOAs, case line notes, Amendments, and Mods pertinent to current and future FMS Case programs to assist w/accuracy and response to country request for data and requirements. Support financial improvement and audit readiness remediation.

  • This is a financial Management Level III Certified position. Incumbent shall comply with the requirements of this certification program
  • This is a Critical Acquisition Position. Incumbent will be required to sign a written tenure agreement to remain, for a minimum of three years, in the Federal Service in the Critical Acquisition Position
  • This is a Financial Management Advanced Level Certified position. Incumbent shall comply with the requirements of this certification program

Qualifications

You may qualify at the NH-04 broadband level if you fulfill the following qualifications: A. One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service in two of the following: Experience instructing others on financial management execution (Spend Plans, Funding Documents, Multiple Appropriations, trend analysis), Foreign Military Sales(FMS)/Security Assistance Accounts (SAA) Case funding and execution, line-by-line reviews, assessing and analyzing Pricing & Availability (P&A), Letter of Request (LOR),Letter of Off er & Acceptance (LOA) and other Foreign Military Sales (FMS) financial related activities. OR, Experience with SAA/appropriations and their characteristics, uses, applications, and structure as well as FMS requirements, resources, objectives, organizations, functions, and policies in order to research, plan, coordinate, and prepare for financial activities, reporting and retention of proper supporting documentation. OR, Experience using FMS/SAA financial policies, processes, practices, regulations and laws, principles, and procedures in order to program and budget for resources among multiple appropriations, in support of multiple Countries and FMS requirements, Case and Administrative Funded activities. OR, Experience working with and briefing foreign partners/FMS customers, US Senior Executives/other leadership, and external organizations, and using automated data processing concepts and systems capabilities to manage and complete assignments.
