This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service authorized by Section 1117, NDAA FY21, Public Law 116-283, and 5 USC, Section 9905.
Duties
This position is located in the Plans and Operations Branch of the Army Reprogramming Analysis Team Program Office (ARAT-PO).
ARAT-PO provides Electromagnetic software products and services in support of Commanders across the full range of military operations.
The Plans and Operations Branch provides business support across ARAT assisting, leading, and centralizing financial, contractual, and stakeholder management across the entire Division.
Serves as Team Leader in assigning work to employees on the team and coordinating support efforts among all Branches withing the Division.
Reviews the work of team members for technical quality and provides input to performance evaluations.
Manages numerous activities that enable efficient execution, integration, and oversight of financial, contractual, and stakeholder management.
Executes, manages, supports, and advises on internal and external strategic communication, associated publications, and business development material.
Provides input to and manages business development and stakeholder engagement strategy .
Manages and oversees planning and transition of newly acquired work to include, but not limited to, requirement/scope definition, cost/manpower proposals, and Functional Support Agreements (FSAs).
Works with higher HQ to facilitate processes and procedures to efficiently execute reimbursable mission operation.
Requirements
- This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management certification within 36 months as of entrance on duty.

- This position may require the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret SCI clearance for the duration of employment.

Basic Requirement for LEAD IT SPECIALIST (APPLICATIONS SOFTWARE):
Specialized and Other Experience:
To qualify for this position, your resume must describe at least one year of specialized experience equivalent to the next lower grade level (DE-02 or GS-11) or equivalent pay band in the Federal service which includes 1) Support the operations or planning for an information technology program (examples include but not limited to: contracts, business development, strategic communications, event/travel management, or policy/doctrine management); 2) Review requirements /scope definition, funding, or proposals for an IT program; 3) Coordinate or communicate with others on project/program information.
This definition of specialized experience is typical of work performed at the next lower pay band/grade level position in the federal service (DE-02/GS-11).
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information.
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.

- About the position: The Plans and Operations (P&O) Branch provides business support to all of ARAT assisting, leading and centralizing financial, contractual, and stakeholder management. The Branch is responsible for funding, contracts, business development, cost models, strategic communications, event/travel management, and policy/doctrine management across the Program Office. They also assist in the transition of new opportunities to include, but not limited to, requirement/scope definition, cost/manpower proposals, and Functional Support Agreements (FSAs).
- This position is covered under an alternative personnel system known as the Science and Technology Reinvention Laboratory Management Demonstration Project. The Demonstration replaces GS grade levels with occupational families and pay bands. The salary range of the position being filled will not be decreased with the change to pay bands. This position, Lead DE-03, incorporates GS-12 step 1 through GS-14 step 10 grade and salary levels.

Salary range for duty location Fort Eisenhower, GA, is $ 86,962 - $ 158,860.
Salary range for duty location Huntsville, AL, is $ 90,431 - $ 165,197.
