The Office of the Chief Information Officer (OCIO) is seeking an individual to serve as an IT Specialist/Program Manager, responsible for collaborating with programs, missions and projects to evaluate business and functional needs and determine how IT can support those needs leveraging software, hardware, and infrastructure. You will build partnerships with Center and Agency customers, assess emerging technologies for adaptation, and coordinate implementation leveraging OCIO resources.
Duties
Communicate and consult with clients and internal stakeholders, assessing the viability and affordability of a wide range of IT solutions to meeting business needs and solving technical solutions.
Engage with OCIO enterprise organizations and contracts to leverage technical capabilities, customer engagement, IT governance, and technology roadmaps to deliver customer solutions.
Develop relationships with commercial companies, academia, technology providers, and research organizations to learn and apply advanced concepts for use within NASA.
Apply a wide range of qualitative and quantitative methods to identify, assess, analyze and improve processes, products and services.
Develop and deliver briefings, project paper, status/staff reports, and correspondence to Agency and Center Senior Managers.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:
Applying innovative IT solutions to solve complex business and data science challenges, preferably supporting aerospace, engineering design or similar technology applications;
Contributing to program/project team to include developing, analyzing, and overseeing resources, schedule, and management controls;
Participating in the formulation of organizational strategic objectives, goals and priorities to capitalize on opportunities that support the long-term interests of the organization;
Serving as an IT subject matter expert advising on IT lifecycle management (i.e., software development, hardware deployment, operations and maintenance, and cybersecurity) to assure IT systems align and integrate with the overall IT architecture.
AND
IF you are qualifying based on experience, you MUST also have IT-related experience demonstrating each of the four competencies listed below:
