You will serve as an Intelligence Specialist in the Intelligence Cycle Management Department (N2) of OFFICE OF NAVAL INTELLIGENCE.
All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
Duties
You will serve in the Office of Naval Intelligence's (ONI) Intelligence Cycle Management Department (N2).
You will represent ONI at intelligence community forums (for example, the ODNI’s Analytic Standards and Evaluation Action Group), and lead IC and Navy production and tradecraft working groups as appropriate.
You will evaluate tradecraft quality, coaching, mentoring, and training all ONI analysts at all levels to include tradecraft and analytic standards and presentation structure.
You will lead and manage the execution of ONI's program to audit finished intelligence products IAW applicable ODNI requirements (Section 1019 of IRTPA (2004) and further described by ICD 203 and 206.)
You will develop, deliver, and maintain a training curriculum that covers the tenets of ICD 203 and AIS, ICD 206 and ONIINST 3890.2, and the N2 post-production product evaluation process.
You will serve as NAVINTEL and ONI's primary representative with external stakeholders from across the community of practice (IC, Government, Allies, public, and academic)
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- This position requires periodic polygraph examinations.
- This position may require a 2-year DCIPS trial period.
- Some travel may be required (within and outside of the U.S.)
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Evaluating tradecraft quality, coaching, mentoring, and training all analysts at all levels to include tradecraft and analytic standards and presentation structure; 2) Leading and managing the execution of a command or agency's program to audit finished intelligence products IAW applicable requirements; 3) Representing the command or agency at intelligence community forums, and leading IC and command/agency production and tradecraft working groups as appropriate; 4) Providing or supporting the initial and periodic refresher training of analysts, SME's and Division/Department Heads across the command and centers to ensure that they are familiar with post-production AIS evaluation process and the principles and tenants of analytic tradecraft; and, 5) Serving as the primary representative with external stakeholders from across the community of practice (IC, Government, Allies, public, & academic.)
