Duties
You will use knowledge of and skills in applying a wide range of Human Resources theories, principles, law, rules, regulations and procedures covering employee and labor relations.
You will be able to establish and maintain effective relationships with and gain confidence and cooperation of employees, supervisors, managers, etc. on difficult issues.
You will use skills in applying complex fact finding, analytical and problem-solving methods and techniques.
You will use knowledge of the procedures governing management representation in third party hearings sufficient to provide expert technical advice.
You will be able to provide in-depth guidance and advice to management on difficult aspects of negotiated agreement implementation and application.
You will be able to perform and/or guide others in the negotiation of labor agreements.
You will use skills in writing and oral communication sufficient to prepare and present findings and recommend and/or carry out specific actions, regarding difficult issues, and/or develop and provide training and/or prepare instructions.
You will be able to work calmly and effectively in sensitive, stress-producing situations.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For the NT-04 pay band: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-09/10 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: researching and analyzing employee and labor relations laws, rules, regulations, and procedures to identify issues, recommend solutions, advise management on negotiated agreements and performance management, and conduct related Federal civilian personnel matters (e.g., disciplinary and adverse actions, grievances, leave administration, awards and recognition, and health and work-life programs).
For the NT-03 pay band: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-02 (GS-05 through GS-08 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing, researching, or interpreting employee and labor relations laws, regulations, and policies to provide explanations or legal recommendations to management (e.g., disciplinary and adverse actions, grievances, leave administration, awards and recognition, and health and work-life programs).
FOR NT-02: Your resume must demonstrate at least three years of general experience that includes one year of experience equivalent to the next lower pay band, NT-01 (at least GS-04 equivalent) in the federal service or equivalent experience in the private or public sector Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For the NT-04 pay band:
- Successful completion of a Ph.D. or equivalent doctoral degree; OR
- Successful completion of three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree; OR
- Successful completion of an LL.M. degree that is related to the position being filled, OR
- A combination of experience and graduate education as described above that equates to one year of experience.
For the NT-03 pay band:
- Successful completion of a master's or equivalent graduate degree; OR
- Successful completion of two full years of progressively higher graduate level education leading to a master's degree; OR
- Successful completion of an LL.B. or J.D. that is related to the position being filled; OR
- A combination of experience and graduate education as described above that equates to one year of experience.
For the NT-02 pay band:
- Successfully completed a four year course of study leading to a bachelor's degree; OR
- Have a combination of experience and education as described above that equates to one year of experience.
