You will serve as an ADMIN/TECH SPECIALIST in the HUMAN RESOURCES DIVISION, CORPORATE OPERATIONS DEPARTMENT of NAVAL SURFACE WARFARE CTR CORONA DIV.

Duties

You will serve as the Demo Program Manager and the recognized authority and lead for Employee and Labor Relations (ER/LR) issues at Corona Division. You will provide advice and assistance in the areas of employee relations, labor relations, performance management, and Demo incentive pay. You will advise managers/supervisors and ER/LR staff members on discipline, adverse actions, grievances, employee counseling, work-life programs, and related functions. You will gather background information, interprets facts and events, and/or identifies aggravating or mitigating factors relevant to the case. You will select the appropriate range of penalties to ensure consistent and progressive discipline throughout the organization, advises managers/supervisors and prepares formal disciplinary actions. You will resolve disputed facts, including those which require credibility determinations. Assists the parties in problem definition and assessment of alternative approaches to resolving the problem. You will provide advice and assistance on grievance procedures and options for resolution of conflicts or problems. You will interpret policies and provides advice on issues such as substance abuse, sexual harassment, hours of work, changes in working conditions/schedules, leave requests/administration, job related stress, pay entitlements, etc.

Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to perform occasional onboard ship work.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band (NT-04; GS-11/12 equivalency) in the federal service or equivalent experience in the private or public sector providing management advisory and technical services on Employee Relations or Labor Relations functions and work practices to solve a wide range of issues consistent with Federal labor relations laws and regulations.
