You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the HUMAN RESOURCES DIVISION, CORPORATE OPERATIONS DEPARTMENT of NAVAL SURFACE WARFARE CTR CORONA DIV. Salary Range per Pay Band: NT-03: $63,132 - $99,821 NT-04: $76,788 - $131,452

Duties

You will provide advice and assistance in the areas of employee relations, labor relations and performance management. You will advise managers/supervisors on discipline, adverse actions, grievances, employee counseling, and related functions. You will gather background information, interpret facts and events, or identify aggravating or mitigating factors relevant to the case and do extensive analysis to identify obscure or underlying causes of misconduct or poor performance. You will select the appropriate range of penalties to ensure consistent and progressive discipline throughout the organization, advises managers/supervisors and prepares formal disciplinary actions. You will resolve disputed facts, including those which require credibility determinations. You will research facts, legal precedents, and defines legal and factual parameters/issues of cases. You will interpret policies and provides advice on issues such as substance abuse, sexual harassment, hours of work, changes in working conditions/schedules, leave requests/administration, job related stress, pay entitlements, etc. You will consult on reorganizations, realignments, relocations, reductions in force, transfers of function and outsourcing to educate management and HRO staff on potential impact of these decisions on bargaining unit employees.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For the NT-04 pay band: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-09/10 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: researching and analyzing employee and labor relations laws, rules, regulations, and procedures to identify issues, recommend solutions, advise management on negotiated agreements and performance management, and conduct related Federal civilian personnel matters (e.g., disciplinary and adverse actions, grievances, leave administration, awards and recognition, and health and work-life programs). For the NT-03 pay band: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-02 (GS-05 through GS-08 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing, researching, or interpreting employee and labor relations laws, regulations, and policies to provide explanations or legal recommendations to management (e.g., disciplinary and adverse actions, grievances, leave administration, awards and recognition, and health and work-life programs). Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For the NT-04 pay band:
  • Successful completion of a Ph.D. or equivalent doctoral degree; OR
  • Successful completion of three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree; OR
  • Successful completion of an LL.M. degree that is related to the position being filled, OR
  • A combination of experience and graduate education as described above that equates to one year of experience.
For the NT-03 pay band:
  • Successful completion of a master's or equivalent graduate degree; OR
  • Successful completion of two full years of progressively higher graduate level education leading to a master's degree; OR
  • Successful completion of an LL.B. or J.D. that is related to the position being filled; OR
  • A combination of experience and graduate education as described above that equates to one year of experience.
