This position is located at CFPB, ENFORCEMENT. The incumbent serves as an expert technical advisor and administrator managing and directing all business functions for the Division. Supports the Associate Director or the Deputy Associate Director and staff with wide latitude for independent judgment. The incumbent works independently with full responsibility and authority for planning, coordinating, and directing administrative programs, processes and methods within the organization.
Duties
As a Resource Management Officer, you will:
Make authoritative recommendations, exercising professional judgment, initiative, and leadership while planning, directing, and coordinating administrative and business management activities for the Division. You are responsible for formulating, interpreting and applying major administrative management policies, principles, procedures, and long-range planning for the Division. You will provide assistance in the full range of business functions including budget and financial management, human resources management, acquisition management, IT, facilities, travel, and other administrative services.
Work closely with the Division's leadership to ensure that the mission will not be hindered by a lack of resources, or ineffective and inefficient administrative operations, and to provide the best possible services necessary to accomplish the highly important mission of the organization. You will analyze organizational priorities and provides a wide range of liaison services to support program and/or administrative functions, including the development and implementation of policies and procedures for the organization. The incumbent defines goals to be met on major administrative program issues; recommends a course of action; and implements the course of action chosen for various administrative areas.
Serve as a member of Division management team attending and participating in staff meetings and serving as a spokesperson and advisor for the Associate Director or the Deputy Associate Director on a wide range of business management issues, policy implementation, and problem resolution impacting the Division.
Collaborate with the Associate Director or Deputy Associate Director and other senior staff officials in planning, evaluating, and reviewing the delivery of business and administrative services to adequately meet new program priorities and initiatives. The incumbent uses strong analytical and problem-solving skills to address and resolve Division-wide problems and make viable recommendations and options based on knowledge of administrative rules, issues, procedures and knowledge of the mission of the Division, CFPB, and of those entities (Office of Human Capital, Office of the Chief Financial Officer (CFO), Procurement, etc.) that have a bearing on the administrative and business functions of Division.
Work closely with the Deputy Associate Director, and the CFO on current and projected financial resources and requirements to ensure adherence to budget plans and to assist in development of future budgetary requirements. You are responsible for fiduciary stewardship of Division budgetary resources providing management oversight for monitoring and tracking of budget expenditures and obligations and for assuring expenditures occur on a timely basis. You will manage contracts and maintain continuous surveillance of the budget to assure the availability of funds in adherence to expectation of needs based on past performance.
Qualifications
Applicants must meet the following requirements by the closing date of this announcement.
For the CN-53, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the CN-52 grade level in the Federal service. (For qualification purposes, the CN- is broadly equivalent to the GS-12). Specialized experience for this position includes:
-Experience independently implementing administrative programs or functions, including budgeting, procurement, or other resource operations (i.e., IT, Facilities, Human Resources)
AND
-Reviewing and interpreting recommendations for administrative or organizational policies or procedures
AND
-Communicating procedural or administrative or organizational matters to senior management
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
