You will serve as a SUPV TRANSPORTATION PRODUCT LINE LEADER in the NAVAL FACILITIES ENGINEERING COMMAND HEADQUARTERS of NAVFAC OSF.
Duties
You will function as the central manager for Navy Civil Engineering Support Equipment (CESE) and is the Fleet Manager for the U.S. Navy.
You will perform supervisory responsibilities, to include planning and assigning work to subordinates, setting priorities, developing and evaluating work performance.
You will support the performance management cycle and uphold merit systems principles, EEO/Diversity policies and provides a safe work environment.
You will serve as the Navy’s expert for Transportation services in the shore facilities infrastructure.
You will design and conduct complicated management requirements, strategies, reviews and research.
You will serve as a Transportation expert for other Echelon II Commands in defining requirements and providing support for Life Cycle Management of Transportation assets.
You will represent the command as primary member to the Interagency Committee on Alternative Fuels and Low Emission Vehicles, the Federal Fleet Policy Council, Motor Vehicle Executive Counsel (MVEC) and the DoD Transportation Policy Working Group.
You will serve as the Community Manager for the Transportation community at the Echelon II, III and IV organizations.
You will provide briefings, analysis and information to NAVFACENGCOM, Navy and supported command(s), DoD leadership, other executive department officials.

- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position requires travel, up to 25% of the time, from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing SME-level advice and recommendations to management on all aspects of a major command/organization's Civil Engineering Support Equipment (CESE) fleet; 2) Provide input for annual and long range (out to 10 years) CESE planning to meet current requirements as well as fleet modernization and energy goals; 3) Obtain, analyze and apply metrics for the evaluation of CESE vehicle fleet performance.
