You will serve as the Modernization Program Manager within the Installation, Modernization and Energy Office, Real Estate Business Line, of Naval Facilities Engineering Systems Command (NAVFAC) Headquarters (HQ). While this position is administratively attached to the HQ, it may be filled remotely by a NAVFAC employee at any of the locations shown. If filled in Washington, DC, the position will not be remote but will be telework eligible.
Duties
You will serve as an expert advisor to Senior DON executive and senior management on all aspects and issues related to installation modernization and real estate technical warrant authorities.
You will be responsible for the development and implementation of NAVFAC’s support to include; policy and guidance leadership, strategic initiatives and communication, program management, and risk management.
You will lead and ensure timely communications with stakeholders as required to coordinate vision, strategies, and policies to create sound concepts that will deliver program execution.
You will facilitate and engage in strategic planning decisions on administrative and programmatic aspects of the modernization initiative relative to the effectiveness and efficiency of NAVFAC efforts and operations worldwide.
You will identify and develop traditional and non-traditional concepts, methodologies, metrics, execution and funding solutions for real estate programs that increase installation efficiency and effectiveness.

- This position may require travel, up to 25% of the time, from normal duty station. You must be able to travel on military and commercial aircraft.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Identifying/developing traditional/non-traditional concepts, methodologies, metrics, execution and funding solutions for real estate programs that increase installation efficiency and effectiveness; 2) Identifying and developing strategic objectives/plans to include identification of risks, developing risk mitigation and contingency plans, and implementing action plans to reduce or eliminate risks; 3) Identifying and analyzing problems; weighing relevance and accuracy of information; seeking/generating and evaluating alternative perspectives/solutions and making timely/effective recommendations, based on potential implications of findings or conclusions; and 4) Formulating objectives and priorities and implements plans consistent with long-term interests of the organization in a global environment that takes into consideration the environment, resources, capabilities, constraints, and organizational goals and values.
