You will serve as a SUPERVISORY PROGRAM MANAGER in the WATERFRONT OPERATIONS DEPARTMENT of SOUTHWEST REGIONAL MAINTENANCE CENTER.

Duties

You will evaluate the effectiveness of maintenance management approaches in terms of cost and mission accomplishment and make recommendations regarding modification, extensions, or elimination of concepts. You will provide administrative supervisory functions which include scheduling leave, preparing, reviewing and revising position descriptions, restructuring personnel assignments or management functions to meet workload changes. You will monitor progress and adherence to the planning, budgeting, and execution maintenance processes . You will establish and maintain effective working relationships with senior level counterparts. You will provide daily oversight of shipbuilding matrix personnel, including repair and modernization teams. You will be responsible for planning through completion of repair and modernization projects. You will determine short term priorities and work to be accomplished on a daily basis, and assign workload to subordinates.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing program management and technical expertise in ship repair, maintenance, or modernization projects by implementing fiscal or personnel resource strategies to support overhaul and repair work on naval ships.
