You will serve as a WATERFRONT OPERATIONS TECHNICAL DIRECTOR in the WATERFRONT OPERATIONS DEPARTMENT of SOUTHWEST REGIONAL MAINTENANCE CENTER.

Duties

You will develop departmental goals and direct the implementation of these goals through subordinate managers and supervisors. You will establish, revise, or review policy, procedures, mission objectives, and organization design for the staff to eliminate work problems or barriers to mission accomplishment. You will review financial, material, and workload reports to oversee tasks and programs. You will perform full-function supervisory duties such as setting performance standards for subordinates, approving selections for supervisory and non-supervisory positions, etc. You will task the organizational elements to develop positions relative to the impact of proposed changes on manpower, materials, and resources. You will identify program impacts to changes in budgets, workload, and schedules. You will execute complex, politically sensitive, and difficult policy changes, directives, and investigations required to manage the Waterfront Operations Department.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning, coordinating, and executing technical production management projects for naval ship conversion, repair, and overhaul operations.
