You will serve as a FINANCIAL MANAGEMENT ANALYST in the Plans and Programs Division, Resources Branch, Budget Section of STRATEGIC SYSTEMS PROGRAMS.
Duties
You will serve as Command Time and Attendance and Customer Service Representative ensuring creation, validation, and certification deadlines are met.
You will serve as liaison between employees and DFAS to resolve complex payroll issues.
You will review, verify, and process data impacting pay, electronic funds transfer (EFT) payroll deposits, leave, taxes, benefits other deductions and master payroll record information.
You will be responsible for promoting visibility, accountability, and appropriate safeguards in relation to internal/external budgeting and execution of time and attendance, travel, and support to field activities.
You will serve as the Time Administrator performing the Time and Attendance Supervisory Role Quarterly Review for HQ and field activities.
You will participate and advises in fiscal reconciliation of budget execution, reporting for midyear reviews internally and externally and year end close to provide reporting on financial execution of obligations and expenditures.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
NH-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band (NH-02) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing financial management and analysis to assess time and attendance compliance; developing solutions to payroll and/or time and attendance issues; and applying solutions within payroll or financial systems.
