The primary purpose of this position is to serve as an IT Specialist responsible for the administration, operation, and maintenance of Wright-Patterson Air Force Base computers/operating and for providing technical assistance, training, and support to management and customers.
Duties
Provides technical assistance in the area of information technology (IT) operating systems.
Installs/repairs telephone systems, associated equipment, performs electronic telephone programming, prepares, and maintains accurate telephone records.
Evaluates new systems engineering technologies and their effect on the operating environment.
Provides customer technical assistance and support.
Conducts feasibility studies to identify and analyze client systems failures and analyzes data to determine if trends exist which forecast the need for future replacement or modification of client hardware and software.

Qualifications

SPECIALIZED EXPERIENCE: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND I have, or within 120 days of the closing date will have, at least one year of specialized experience at the next lower grade (GS-09) in Federal service or equivalent in other pay systems. Specialized experience is experience which includes analyzing, managing, and/or performing work necessary to provide optimum use of client desktop/laptop, printer, iPhone, Voice over IP desk phones, and telecommunication systems by planning, testing, and implementing modifications, and to solve problems and accomplish work processes in support of information technology (IT) architecture, customer, and business needs.

OR
EDUCATION: completed a Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of operating systems software principles, practices, and methods; life cycle management techniques; IT infrastructure within an operating environment, new and emerging information technologies, and security methods and principles.
Knowledge of functionality and operability of the current operating environment sufficient to determine requirements and integrate them with overall design and characteristics of operating systems hardware and software programs and to ac as a quality assurance evaluator.
Knowledge of IT principles, practices, system analysis concepts and methods to install, configure, test, and implement modifications and to interface hardware and software programs with operating systems.
Knowledge of customer support principles sufficient to receive, respond to, and ensure complete resolution of problems.
Knowledge of performance management and measurement methods to monitor systems performance data and make application systems tuning adjustments to optimize performance and correct and prevent problems.
Ability to communicate factual and procedural information clearly, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
