Serves as the Army Emergency Relief (AER) Specialist for the installation under the supervision of the Financial Readiness Program Manager at a large or medium garrison. Provides services to a population of active duty, retired military personnel, and their family members.
Duties
Serve as the Army Emergency Relief Specialist for the installation under the supervision of the Financial Readiness Program Manager. Provide services to a population of active duty, retired military personnel, and their family members.
Administer the Army Emergency Relief Program which provides financial assistance to members of the military and dependents with various types of service-connected emergency situations such as loss of pay or other personal funds.
Interview applicants to determine if the emergency is within program coverage and the type and amount of assistance required.
Utilize a working knowledge of budget counseling, financial planning to provide services, prepare statistical reports, accountability forms, debt write-offs of uncollectible loans, and receipt and disbursement.
Establish ledgers and journals, identifies transactions and make appropriate postings of various types of disbursements and receipts and prepares various reports, i.e., monthly financial statements, summary of loans and grants, etc.
Responsible for the annual awareness and fundraising campaign to include organization, publicity, training, contribution processing, overall accountability, periodic updates and after action review.
Establish liaison with local, county, and state welfare agencies and makes referrals, as needed.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- Subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- Temporary Duty (TDY) or business travel requirement of 25% of the time
- May occasionally be required to work other than normal duty hours.
- Overtime and irregular tour of duty may be required.
- Obtain and maintain the Association for Financial Counseling and Planning Education certification (at government's expense) within the first 18 months of employment.

In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1) interviewing soldiers and/or their families to determine eligibility to for financial assistance; 2) preparing reoccurring financial reports; 3) providing financial counseling to soldiers and their families; 4) maintaining working relationships local government, state and other agencies to coordinate assistance for families in the military environment with financial needs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as Finance, Financial Management, Accounting, Social Work, Financial Counseling or Business Administration
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
