You will serve as the Program Manager for Marine Corps Manpower IT Systems Modernization (MITSM), a Key Leadership Position (KLP). This is a Marine Corps Systems Command position assigned to PEO Manpower, Logistics, and Business Solutions (MLB). See ADDITIONAL INFORMATION section for more details.
Duties
You will oversee the planning, direction, and success of major programs, systems development efforts, or research and technology initiatives to ensure effective execution and achievement of program objectives.
You will leverage your expertise to create and guide programs in areas where no existing guidelines or policies are in place, driving innovative and strategic development.
You will be responsible for defining, organizing, and directing the program, including the development of long- and short-term plans to achieve program goals.
You will be responsible for formulating and directing the technical approach, negotiating resources, milestone schedules, and budgets with command personnel.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position is a designated Key Leadership Position (KLP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position is covered under Public Law 114-264, the Program Management Improvement Accountability Act (PMIAA).
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in Defense Acquisition Program Management, leading cross-functional teams, and managing budgets within the Department of Defense planning and budgeting system.
