About the Position: Announcement will be used to fill a Program Manager (Program Officer Acquisition), NH-0340-04, position. Selected applicant will be assigned to the Joint Project Manager for CBRN Protection (JPM CBRN P) located in Stafford, VA. The NH-04 pay band encompasses grades 14 and 15 under the General Schedule (GS) system.
Duties
Serves as an advisor to senior DoD officials on status of programs, progress made, projected future plans, and problems.
Utilizes project management and acquisition principles to analyze situations, identify problems, probe causes, and select courses of action for technical and functional specialists to pursue.
Projects major acquisition milestones and events necessary to meet the cost, schedule, and performance goals set by the Joint Project Manager.
Interfaces with external stakeholders such as representatives from OSD, Joint Staff, HQDA, TRADOC, ASA(ALT), JPEO Staff, other commands/government agencies, and private industry on all matters effecting program execution.
Applies a high degree of technical knowledge as well as a thorough understanding of the DoD acquisition process to manage assigned programs.
Plans and conducts highly complex program reviews and briefs findings to the Joint Project Manager and other senior JPEO-CBRND leaders within the headquarters.
Applies knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process to analyze Program Objective Memorandum (POM) input to ensure alignment with guidance from DoD.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at the Practitioner level in the Acquisition Career Field Program Management within 60 months of entrance on duty.
- The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.
- Business travel required up to 25% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
Qualifications
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
This position is subject to a salary control point established in the JPEO-CRND Acquisition Demo Business Rules. This control point limits salary to a max of $181,216 (GS-14, step 10).

Specialized Experience: One year of specialized experience is defined as: 1) Utilizing knowledge of the entire DoD acquisition process to develop and implement acquisition strategies across multiple programs. 2) Reviewing and interpreting acquisition regulations, policies, and directives to determine impact on assigned programs. 3) Providing situational awareness briefings and status reports to senior leaders in order to identify program issues, and/or progress in issue resolution. 4) Planning and coordinating the integration of multiple acquisition programs to accomplish the organization's mission. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03)/GS-13.
