You will serve as a PROGRAM MANAGER in the MARINE CORPS SYSTEMS COMMAND of MARCORSYSCOM.

Duties

You will be a Deputy Product Manager for an Integrated Program Team. You will provide broad program guidance and delegation of project decision-making authority and limitation of authority within the limits of program objectives and policies. You will serve as the authoritative advisor to diverse acquisition multi-functional teams that are responsible for highly complex programs. You will manage requirements/design trade-offs and overall risk and evaluate acquisition activities associated with the assigned program. You will analyze and synthesize requirements information required for the development of program initiatives and plans. You will provide management direction to all IPT members and to other personnel directly assigned to support the assigned program. Provide for team formation, team building, and team skills training. You will determine work responsibilities and distribution, evaluates employee performance, recommend appropriate incentives, initiate corrective actions, assure safety practices, and keep employees informed of management and personnel policies.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NO-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: supporting development of Weapon Control Systems hardware and software technical aspects (such as performance measures, qualification, and certification) to ensure mission sustainment and meet program objectives.
