This position is in the Office of the Chief, Specialty Care/Medicine Service, of the Eastern Colorado VA Health Care System, in Aurora, Colorado. VA Eastern Colorado Health Care System is a Joint Commission accredited, complexity level 1A facility serving Veterans in Eastern Colorado and parts of Kansas and New Mexico. The Rocky Mountain Regional VA Medical Center (RMRVAMC) is located in Aurora, Colorado.
Duties
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Duties include but not limited to:
Serve as planner and scheduler for section chief.
Acts as a liaison with persons and/or groups within and outside of the organization.
Manages and/or prepares responses to reports and databases for organization.
Addresses productivity performance issues at the individual physician, subspecialty, and service level.
Program development and analysis through the utilization of various automated and derived data bases for statistical analyses and making recommendations based on results.
Development of policies for adoption which provide enhanced access, quality and cost-effective health care, development of data bases for monitoring and tracking contract services to ensure the effective utilization of budgetary resources, interpretation and analysis of utilization management reports and subsequent, design and implementation of corrective measure; provision of administrative oversight for acute medical services and the development and presentation of briefings.
Work Schedule: Monday thru Friday 0800 to 1630

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/23/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 09 position you must have served 52 weeks at the GS 07. For a GS 11 position you must have served 52 weeks at the GS 09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience for GS 09: You must have one year of specialized experience equivalent to at least the next lower grade GS 07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: The incumbent has knowledge for the administrative organization and operation of the health care system, the ability to recommend changes in administrative policies, the ability to foresee administrative problems and devise and install procedures and practices that affect subordinate organizations, the ability to make independent decisions in areas of administrative policy and procedures, skill in communicating effectively, both orally and in writing with a wide range of people with varying degrees of understanding, knowledge developing service views so as to be able to successfully perform duties such as developing material, managing events/calendars and coordinating administrative responses, the ability of apply common office practices and procedures in order to maintain a smooth workflow, knowledge of hospital services to solve problems or inquire into correct procedures to assure the service runs smoothly, possesses the ability to maintain secure information that is relayed and learned with full understanding of FOIA and Privacy policies, maintenance of confidentiality of patient/or employee information, knowledge of the office automation systems including all types of Microsoft software products, Excel, and other programs necessary to smoothly run the service, knowledge of the regulations of timekeeping. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related . OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

Physical Requirements: The work is sedentary. Work requires extensive use of computers/technology. Typically, the incumbent sits comfortably to do the work.
