About the Position: This position is located in US ARMY SPECIALOPERATIONS COMMAND, COMMAND GROUP EEO OFFICE FORT LIBERTY, NC

Duties

Develops and monitors command's Affirmative Employment Program (AEP) Plan for the EEO program based on command needs and resources required to achieve measurable progress. Conducts on-site staff assistance visits to review installations' EEO program, progress and make recommendations for improvements in local programs and plans of action. Prepares command's annual multi-year AEP Plan Accomplishment and Update reports by conducting statistical analysis of work force data, conducting problem and barrier analysis, and measuring progress of objectives and actions items. Plans, directs, implements and monitors HQ, USASOC's one or more programs. Advises commanders, managers and supervisors on EEO and Affirmative Action.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must obtain and maintain a SECRET security clearance.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. GS-12: Specialized Experience: One year of specialized experience which includes managing complaints of discrimination; providing advice and guidance concerning EEO principles to managers; reviewing reports of investigations; and negotiating settlement agreements at the informal complaints stage. Ensuring compliance with Equal Employment Opportunity regulatory requirements and governing directives; experience in completing Equal Employment Opportunity duties and responsibilities described with the position; conduct analysis of and recommend solutions to specific individual problems or cases and determine appropriate plan of action for each complaint. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

GS-13: Specialized Experience: One year of specialized experience which includes Conducting studies, research, and analyses to identify systemic problems and barriers to equal opportunity (e.g., under-representation of minorities, women, and individuals with disabilities); Providing oversight in the execution of civilian EEO programs to ensure compliance and alignment with established policies, plans, and objectives; Developing strategic plans and methods to implement recommendations and resolution for issues adversely affecting EEO; Managing the total processing and disposition of all individual and class civilian EEO complaints (including conducting EEO counseling; mediation; resolving complaints; accepting/dismissing EEO Complaints); Communicating orally and in-writing to disseminate information and provide advisory services related to EEO (e.g., complaints process, briefings, drafting responses); and Applying knowledge of civilian personnel regulations to understand the complexities of areas relating to most of the claims associated with EEO complaints (i.e., classification, management/employee relations, and staffing).
