Duties
Ensures that the organization’s strategic plan, mission, vision and values are communicated to the EEO staff and integrated into the strategies, goals, objectives, work plans, work products and services.
Plans, directs, implements, and provides EEO expertise for the Affirmative Employment Program, and Diversity Management Program.
Ensures compliance with Army regulations and EEOC directives relating to the processing of all EEO complaints of discrimination within the command.
Evaluates EEO programs, analyzes and identifies problem areas, reviews progress and provides advice and guidance IAW Management Directive 715.
Conducts evaluations of and monitors respective EEO programs to ensure policy execution.
Develop and implements policies and procedures to ensure a comprehensive EEO program is implemented at all levels within the command and advise commanders and their staff at all levels on the effectiveness of the program.
Conducts on-site CONUS and OCONUS staff assistance visits to review EEO program progress, and to make recommendations for improvements in programs and plans of action.
Articulates and provides communication to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
Plans, directs, implements, and provide EEO expertise for the Affirmative Employment Program, Special Emphasis Program, EEO Complaints Program, Disability Program, and Diversity Program.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires a Secret clearance.
- TDY up to 20% or less may be required.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience: One year of specialized experience which includes 1) Conducting studies, research, and analyses to identify systemic problems and barriers to equal opportunity (e.g., under-representation of minorities, women, and individuals with disabilities); 2) Providing oversight in the execution of civilian EEO programs to ensure compliance and alignment with established policies, plans, and objectives; 3) Developing strategic plans and methods to implement recommendations and resolution for issues adversely affecting EEO; 4) Managing the total processing and disposition of all individual and class civilian EEO complaints (including conducting EEO counseling; mediation; resolving complaints; accepting/dismissing EEO Complaints); 5) Communicating orally and in-writing to disseminate information and provide advisory services related to EEO (e.g., complaints process, briefings, drafting responses); and 6) Applying knowledge of civilian personnel regulations to understand the complexities of areas relating to most of the claims associated with EEO complaints (i.e., classification, management/employee relations, and staffing). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
