About the Position: Serves as the Equal Employment Opportunity Manager for the OCONUS and CONUS Installation Management Directorates (ID), responsible for strategic planning and analysis of ID EEO program.

Duties

Manages, directs, oversees, coordinates, and evaluates the civilian EEO programs for the Command. Responsible for integration of EEO policies, principles into the mission and vision of the Command. Directs a comprehensive EEO program evaluation system for the ID that includes analyses of required narrative and statistical reports, comparisons of objectives and actual accomplishments. Serves as spokesperson for and on matters pertaining to Equal Employment Opportunity policy, practice, process and procedures.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires the employee to travel away from the normal duty station, approximately 25% of the time.

Specialized Experience: One year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes planning, organizing, implementing, reviewing and evaluating a management oriented Equal Employment Opportunity (EEO) Program; manages and directs the development and implementation of EEO policies and procedures, provide consultation on identification and elimination of individual and systemic discrimination; analyze and interpret complex regulations, policies, judicial and administrative decisions to develop policies, guidelines and procedures; determine causes and resolution of equal employment problems; knowledge of and skill in negotiation, conciliation, oral and written communication to resolve controversial issues and negotiate policy decisions with program managers; oversee EEO program, policies, practices and procedures (PPP), directing changes or corrective action and recommending decisions and significant, controversial issues; to make the most effective use of resources to achieve program objectives. You will be evaluated on the basis of your level of competency in the following areas: Analysis and ResearchAssessment and Compliance ReviewProblem SolvingProgram Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
