About the Position: This position is located in the U.S Army Acquisition Support Center, Program Executive Officer, Aviation OFC Project Manager Located in Redstone Arsenal AL. Leads a team of program analysts responsible for financial program management for a major systems acquisition program under Project or Product Management.
This is a pay banded position. The NH-04 band encompasses grades 14 and 15 under the General Schedule (GS) system.
Duties
Develops plans and objectives for assigned systems/programs.
Reviews policies, directives, regulations, orders, etc., received from higher echelons.
Translates program estimates to objectives and budgets
Identifies areas needing emphasis and exercises leadership to ensure programmed system and subsystem time, cost and performance schedules are accurately established and met.
Reviews, analyzes, and evaluates accomplishment of overall program by review or reports, studies, products, and information provided by staff members, support personnel, contractors, and other agencies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
- Required to obtain and maintain at least a Secret Security Clearance.
- This position requires you to travel up to 25% of the time for this position.
- Financial Management Certification: FMC03-FM Certification Level 3 required within 24 months of entry on duty.
- A one-year probationary period may be required.
- This is a Critical Acquisition Position (CAP), 4 years of acquisition experience are required.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management Certification within 48 months of entrance on duty.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually thereafter.
- Security Cooperation Workforce Certification: SCW Certification Level 3 (Advance) required within 24 months of entry on duty.

Specialized Experience: One year of specialized experience which includes: 1) Overseeing the work supporting programs and budget personnel. 2) Developing/presenting information to senior leadership and subordinate organizations regarding program requirements, funded/unfunded initiatives. 3) Presenting organizational briefings to convey strategic vision or organizational policies. 4) Coordinating with staff as required to assist managers in recruitment, retention and workforce development strategies.
This typically includes work performed at the next lower grade/level NH-03 (GS-13) position in the federal service.
