About the Position: Fort Drum, the home of the 10th Mountain Division (Light Infantry), is located in Northern New York approximately 30 miles from Canada, with the Great Lakes to the west, Adirondack Mountains to the east, and the St. Lawrence River and Thousand Islands in between.

Duties

Support the 10th Mountain Division (Light Infantry) Force Modernization program with assigned responsibility for formulating, recommending and implementing policies pertaining to Force Modernization. Review new equipment planning documents to ensure that Installation requirements for personnel and training are adequately addressed. Assist in researching, study command policies and regulations for adoption and/or modification and implementation. Prepare and/or review draft directives, policy letters Standard Operating Procedures (SOP) and propose changes. Responsible for ensuring the Installation Readiness is accurately reported in a timely manner. Identify and coordinate training support requirements for installation support of: Active Component US and Canadian units, to include 10th Mountain Division and Corps units stationed at Fort Drum and visiting Active Component units. Act as liaison and coordinate with agencies, such as the American Red Cross, Federal Emergency Management Agency and Defense Civil Preparedness Agency and other Federal, State and local civilian agencies. Function as the Unit Identification Code Information Officer for the installation.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has been designated "Mission Essential".
  • In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations
  • This position may require the incumbent to work 12-hour shifts in the Emergency Operations Center (EOC) Fort Drum during deployments and redeployments and other contingency operations to include evenings, weekends, holidays or special situations.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Must possess training certificates validating completion of Federal Emergency Management Agency (FEMA) courses, IS100, IS200, IS700, and IS800 in accordance with Headquarters Department of the Army (HQDA) Execute Order (EXORD) 693-05, 17 Dec 05.

You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of Specialized Experience which includes: 1) providing technical advice and assistance in all aspects of Unit Status Reporting (USR), including preparation, submission, and distribution of required reports; 2) representing the organization at initial and subsequent planning sessions and In Progress Reviews (IPR) on special events and contingency operations; AND 3) facilitate the coordination of installation resources and support for installation programs, special events, emergency and contingency operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Project Management (Note: You must attach a copy of your transcripts.) OR Combination of Experience and Education: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementOral CommunicationOrganizational AwarenessPlanning and EvaluatingTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
