This position is part of the Defense Security Cooperation Agency. The incumbent will possess expert knowledge of regulations and techniques related to Physical Security and Stockpile Management (PSSM) and ammunition life cycle management, as a thorough understanding of DoD Humanitarian Mine Action (HMA) and stockpile conventional munitions policies. Responsibilities include preparing planning guidance, organizing major studies/analyses, and conducting effectiveness analyses.
Duties
As a Program Analyst (HMA) at the GS-0343-12 some of your typical work assignments may include:
Apply analytical techniques to ensure efficient management, coordination, integration, and execution of physical security and stockpile management (PSSM) and Humanitarian Mine Action (HMA) programs as assigned.
Assist in developing, implementing, and evaluating PSSM training activities customized for partner nations, focusing on using gap analysis to ensure they align with and support Combatant Commands' HMA plans and program principles.
Manage, develop, and present training using ADDIE (Analyze, Design, Development, Implement, and Evaluate) methodologies to produce training materials that support PSSM curricula.
Provide technical advice and brief chain of command leadership and senior officials on the status of PSSM/HMA project training support activities, project execution, program documentation, and the most effective and efficient instructional methodologies for conducting PSSM training activities.
Participate in meetings, conferences, and mine action demonstrations while researching and conducting an in-depth analysis of issues related to the safety, security, accountability and proliferation of PSSM activities to include related stockpile conventional munitions assistance best practices.
Analyze processes, policies, and regulations to resolve complex issues and provide authoritative technical advice and direction to organizational leadership, components, combatant commands, and activities regarding a wide range of HMA stockpile conventional munitions assistance activities.

Qualifications
You may qualify at the GS-12, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
Expert technical knowledge of regulations, standards, methods, procedures, and techniques related to Physical Security and Stockpile Management (PSSM) and ammunition life cycle management; thorough knowledge of DoD Humanitarian Mine Action (HMA) and stockpile conventional munitions assistance program and policies; and preparing short- and long-range planning guidance; planning, organizing, and executing major studies/analyses; conduct of measures of effectiveness analysis.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
