The primary purpose of this position is to provide managerial assistance and expertise in the implementation of Civil Engineer Manpower and Equipment Force Packaging and pilot unit duties for 32,000 plus Air force military engineers in the Prime Base Engineer Emergency Force and Red Horse Programs.
Duties
Develop Civil Engineering Equipment and Supplies List based on directives, mission requirements, and technical expertise.
Pallet Build- up and Transport Preparation.
Update Automated Systems.
Prime Base Engineer Force (BEEF) and RED HORSE Program Support.
Participates in discussions, meetings or serves on panels or committees.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: ? Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09 or equivalent in other pay systems. Specialized experience includes that I have or will have within 120 days of the closing date one year of specialized experience equivalent to at least the GS-09 grade level in the Federal service. Specialized experience includes providing management oversight for activities assigned to the operations section and provide support to leadership regarding the resources and activities of the organization recording and tracking of logistical stock in preparation for transport, plan and analyze deliveries of mission critical equipment and maintain automated tracking systems for cost, and attrition.

EDUCATION: I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: I have less than the full amount of specialized experience described in the job opportunity announcement; however, and I have at least three years of progressively higher-level graduate education but have not obtained a doctorate or equivalent graduate degree. Therefore, I have a combination of experience and education. Note: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of methods, procedures, and skills in evaluating and performing unit type code management.
Knowledge of a wide range of federal and agency deployment/mobilization concepts, principles, practices, procedures, regulations, and laws applicable to the full range of manpower and equipment force packaging (MEFPAK) management responsibilities.
Knowledge of established logistics management, deliberate and crisis action planning, and civil engineering automated systems.
Knowledge of federal planning policy and guidance to include publications applicable to the functional area.
Ability to identify, analyze and translate complex information, make appropriate judgements, and evaluate options concerning unit readiness.
Ability to recognize the inter-relationships of various aspects of operating programs to integrate and analyze information to evaluate overall program status.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
