About the Position: This position is located at Fort Novosel, Alabama, home of the United States Army Aviation Center of Excellence. Fort Novosel is located in the "Wiregrass" area in Southeast Alabama, surrounded by Enterprise, Ozark and Daleville. The geography and climate are ideal for year round military training. Recreation activities are abundant in the immediate and surrounding areas for family and fun.

Duties

Provides advisory services to management concerning the administrative and operational effectiveness aspects of contingency, mobilization, emergency, OPSEC and anti-terrorism plans and operations. Serve as technical advisor to operating and staff officials, coordinates with other organizations on management improvement problems, particularly those areas where systems requirements, processes and procedures are undergoing evaluation and reviews. Responsible for planning, coordinating, and conducting fact-finding analyses of assigned projects and preparing reports for review by higher authorities. Analyze issues; select/apply analytical techniques such as task analysis, work simplification, workflow charts, workload measurement and trend analysis to resolve problems affecting the efficiency, effectiveness, or productivity of the organization.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Incumbent may be required to work nights, weekends, holidays and/or irregular duty hours commensurate with mission requirements.

Specialized Experience: One year of specialized experience which includes 1) Working with organizations concerning the administrative and operational effectiveness aspects of contingency, mobilization, emergency, OPSEC and anti-terrorism plans and operations. 2) Receiving and reviewing Commanders Critical Information Requirements (CCIR) or Serious Incident Reports (SIR's). 3) Conducting After Action Reviews (AAR) and compiling the information from them. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Interpersonal SkillsOral CommunicationPlanning and EvaluatingTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
