Duties
The primary purpose of this position is: To serve as a command headquarters level senior program analyst planning, organizing, and determining necessary policies, regulations, directives, programs, doctrine, and procedures for the establishment and maintenance of assigned major command (MAJCOM) programs involving Air Force cyber vulnerability assessments and their performance of Nuclear Command Control and Communication (NC3) operations.
Serves as Air Force Nuclear Enterprise, Nuclear Deterrence Operations, National Leadership Command Capability and Nuclear Command and Control Communications Quality Assurance Manager.
Documents planning and programming decisions/recommendations in appropriate formats to meet Air Force and Major Command requirements.
Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques.
Reviews approves and delivers oral presentations such as briefings, consultations, and strategy sessions to 4-star decision-makers to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s).

- The work may require the employee to drive a motor vehicle. A valid driver's license is required for the position.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft
- NC3 operations and cyber experience is highly desirable
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing
Qualifications

This is a Temporary position NTE 30 SEPT 2025. The individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position.
Incumbent will be required to acquire and retain Top Secret Clearance with Sensitive Compartmented Information access. Position may include additional program security requirements in order to fuller perform the duties and responsibilities of the position. If so, incumbent must be willing to submit to a Counter Intelligence Polygraph and mandatory drug testing.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343).
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes Knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs for participating in or conducting major operations such as Nuclear Deterrence Operations (NDO), Nuclear Command and Control Communications (NC3), cyber vulnerability assessments to include knowledge of SMCC aircraft, bombers, tankers, reconnaissance aircraft, exercise and training systems, foreign military sales, Planning, Programming, & Budgeting System (PPBE), acquisition, special operations, or similar operations. Knowledge of management principles, organizational theory and practices, along with knowledge of standardized administrative practices and procedures to accomplish assigned duties and to identify, analyze, and recommend solutions to problems in the organization. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Knowledge of military (including command level) program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.
Knowledge of the application of military NC3 operations expertise as they apply to programs and weapons systems.
Skill in designing and conducting comprehensive studies and preparing solutions to especially broad, important, and severe military operational and contingency areas.
Ability to plan and organize studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
