Duties
Serves as a Management and Program Analyst in DLA Chief of Staff, DLA Installation Management (DM), Management Support Office (DS-M), Task Force Support Office (TFSO - HH-SMB), Support Division, Business Management.
Performs a wide range of duties to include refinement of plans and operations, as well as human capital program strategy development, implementation, and administration.
Researches and investigates new or improved business and management practices for application of support division program or operations; and develops management and/or program evaluation plans, procedures, and methodology.
Develops, implements, evaluates, and improves processes and procedures to monitor the effectiveness, efficiency, and productivity of HR program areas.
Addresses complex administrative and human capital management issues and coordinates with DLA DHRS personnel to resolves those conflicts.
Meets with Division Chief, Deputy Director, and/or Director to provide status on the development and implementation of effective human capital management strategies.

Qualifications
To qualify for a Management and Program Analyst your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
GS-13:
Researching best practices for human resources programs.
Supporting crisis management support programs.
Making recommendations for acquisition of additional data for human capital projects
Analyzing and evaluating major administrative aspects of human capital management programs.
GS-14:
Planning, organizing, coordinating, and leading multiple human capital projects in order to evaluate progress.
Addressing complex administrative and human capital resources issues.
Assessing and improving human resources mission and program effectiveness.
Researching best practices for human resources analytics and program reporting.
Overseeing alignment of human resources assets (people and funding) and operations together.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
